The obvious consequence is that – within a general regulatory framework without any modelling guidance or control at the EU-level – major discrepancies between the simulated results and the real impact of new sources of air pollution do occur. As ‘open market’ and ‘free competition’ are basic rights and obligations within the European Union, it is obvious that not harmonised regulatory models can lead to unfair competition when the location of a new industrial plant or zone has to be decided, as well as to insufficient local air quality management.
